The district can impact the change of education the most. The districts are the people who hire the teachers and they have to be careful while hiring as they have a chance to hire a teacher who doesn't teach well.

- Districts should set higher standards to get teachers hired as they might have better teachers.
- If they do receive reports that a teacher is not teaching then investigate it. put a camera in their room
- Have surprise visits and don't tell the teacher that someone is coming as telling them ahead will allow them to plan a new lesson that is good and you may not a get a real feedback.
- Districts should mandate training twice or three times a year for teachers in their subject areas. They need to take exams to keep up the certification in their subjects.
